Without taxpayers, meaning people gainfully employed (another discussion on gainfully), the healthcare system in any civilized nation would no longer exist. So healthcare will always be tied to employment in that way. It will be tied to someone paying taxes, if if the beneficiary of the HC isn't the worker.
