One of the reasons the USPS is struggling right now is the drop off in junk mail that’s happened the last 6 months.
What they should do is roll back the moronic requirement that USPS needs to prefund employee pensions 75 years in advance. The USPS never had any issues until that was passed in 2006 to intentional create issues that bring it closer to privatization.
Working at the post office is the cushiest, most overpaid job ever.
They need to go to matching 401K's like everyone else.

Randomly pulling mail sorting machines from USPS locations across the country less than 90 days from an election that’s going to heavily rely on mail in voting seems like a strange way and time to implement reform.

They changed the pension funding rules for the USPS to try and kill it, and surprisingly enough that burden has kept it from the capex it needs to reform.
The fascist party didn't want reform. It wanted to completely privatize it, carve up the corpse and line their pockets. Again.

USPS has some problems, but nothing that can't be fixed with some compromise.
It serves, and has served, a very important function in our country, tying together a continental civilization. It is mandated to be everywhere by Congress, including places that are unprofitable to that end.
It is somewhat of a social good in that regard, which earns it a huge amount of animosity from the usual suspects who want to accelerate the concentration of wealth in this country into as few hands as possible.
So Trump and his crony say that 150M mail in ballots is a huge problem, but 2Bn christmas cards a month later is no problem.
