Joe is just playing 4D chess with republicans running in 2022, plus for long picture of 2024, he can say he always supported a strong military but not republicans.
Republicans will not support Joe just out of spite, so the new democrat running for office can say that in bent republican nominees are weak on defense. Plus in bent democrats can say that they support a strong defense but republicans have demonstrated that they do not.
