Yeah, he said awhile back that he was only going to throw because they already know how good of a runner he is.
That was the plan... he's apparently changed his mind... he isn't throwing, only interviewing. Rumor is that he has looked bad in his practices with the new coach, so they decided not to throw until the UT pro day.

Well after being beaten by mighty Brodie Croyle in the long-ball compe ion before the Superbowl... there should be no doubt about Vince's arm strength.
I think this is the thinking to not throw at the combine. There really is nothing Vince can do short of cure cancer to help his stock right now. It's best just to ride the wave than do anything to hurt him.
