    Wow. A balanced budget agreement signed into law by Clinton. Certainly no danger of that from THIS administration, which is why the increase kicked it. They are WAY overspending, and it is finally biting them in the ass. Since they control the House, Senate, and the Oval office, this does ultimately belong on the GOP's freespending doorstep.
