High probably. Maccabi is one of the best teams in Europe, yes, but the Spurs are recognized as the best franchise in American sports.

Unrestricted Free agents such as Robertas, who is no longer under contract with Lieutuvos Rytas, have nothing to buy out. They are free to seek the highest bid.
Players under contract such as Luis are restricted and will need to seek a buy out of their contract. NBA Teams can only offer so much money, so it's not necessarily a highest bid scenario.
buying out means he has a contract and there is an option to end the contract at X money
out bidding means he has no contract and several peopel wish to offer him one and are bidding againts each other. Out bidding woudl be to bid over the other teams offer
spurs don't neccary have to out bid money wise though. maybe he woudl play here for less

He's not under contract with Rytas, so he's free to sign with the Spurs or basically any other team outside of the NBA. But if he wants to play in the NBA, he'll be a Spur.

People have touched on it but here you go for clarity ....
Scola has a buyout as he's currently under contract with another team. Meaning that he has to pay his current team a certain amount of money (last season it was 14.5M -- this season it's rumored to be reduced to around 3-4M) before he can leave and sign with another team. NBA teams are permitted to give only 500K straight toward that buyout. So the player would need to be paid enough by the new team (i.e. the Spurs) to be able to pay off his old team. Therefore giving Scola a contract for $2M isn't going to give him enough money to pay his buyout.
Javtokas has no buyout - he's not under contract. However, reports are that Maccabi (an Israeli team with money) wants him. So if Maccabi offers him a substantial contract, he may choose that contract over whatever the Spurs are offering. So the Spurs would have to outbid Maccabi (or Javtokas just choose to take less money and play for the Spurs).
