Okay, let's say I have a video, but all I want is the sound. Does anyone know of a program that can do this?

I don't want no gay ass tape recorder. I got the sound I just need to ditch the video.
Final Cut Pro may be able to do that for you. Not too sure, though, I've only opened the program.
Adobe Audition can do it.
Audacity probably too.
I would also look into winamp.
tpmgenc can do it,
If it's a .avi file, you can use Virtual Dub to demux it.
Go to File>Open and select your video file. Then go to File>Save Wav to rip the audio out into a wav file. If the wav file is too big, you can always compress/encode it into a mp3 file.

I know you can rip vocals off a track and keep the instrumental. I don't know about video though, just get a microphone and record it. Mics don't pic up video.
how about you get a video recorder and video record the noise
