WASHINGTON Aug 2, 2006 (AP)ABC News— The White House and Congress, caught unaware by Fidel Castro's illness, prepared Wednesday for a possible showdown in Cuba as lawmakers drafted legislation that would give millions of dollars to dissidents who fight for democratic change.
"The message will be, `The United States stands with you,'" Sen. Bill Nelson, D-Fla., one of the bill's authors, said in an interview. "Be ready to assert your independence."
There was no sign of upheaval in Cuba on Wednesday, two days after Castro stunned U.S. officials and many of his own countrymen with the news that he had temporarily ceded power to his brother, Raul, in order to undergo surgery.

For now, Bush administration officials and members of Congress were focused on offering dissidents cash for fighting for democratic change.

Legislation sponsored by Nelson, fellow Floridian Mel Martinez, Majority Leader Bill Frist and others would authorize as much as $80 million over two years and pay half of that almost immediately to dissidents and nongovernmental organizations on the island.

MIAMI, Florida (CNN)CNN-- Fidel Castro is still "very sick" but no longer in intensive care, and he is expected to recover and take back the reins of Cuba, his sister Juanita said in Florida on Wednesday.

Cuban television reported Tuesday that the Cuban leader was in "good spirits." But his hospitalization has nonetheless spurred a deluge of speculation, some saying that Castro is on his deathbed, others saying he's already dead.
But Juanita Castro says her brother is "doing better" and she expects that Raul's executive appointment will be temporary.
"He's very sick, but he's not dead," she said. "He is very sick, but he has left the ICU."
Much ado about nothing?
Ok, but your plan was flawed from the start. Cubans may or may not love Castro, but they don't like uncertainty.
Dan I think it would be great if Cuba could open the Casinos
after Castro died.
The Mob would love this, I would as an former Military man be able to get a free hop to GITMO and Smoke my Cuban cigars in the Casino.
Right now I can't even smoke in Some casinos and except for the Kickapoo
one I have to drive 6 or seven hours to play Texas Holdem

The director of the Juventud Rebelde (Rebel Youth) newspaper said that Bush had delivered "tin pot rhetoric" and "hollow blathering," while legislator Randy Alonso dismissed Bush's statement as "the epitome of delirium and dry inebriation."
