Per KSAT-12 last night.
Greg Simmons reported that Texas State coach David Baliff told Rhett Bomar thanks, but no thanks. Baliff said basically the team had good chemistry and he didn't want to alter that.
I say nothing on Texas State's website or KSAT's in a form of a link...just what I heard last night on the news.

He would face the year sit-down if he transferred in D-1A, but won't if he goes D-1AA.

I'd like to see David Martinez get a shot, though...I couldn't tell you how summer workouts went, though.
