One rumor which I understand came from CNN was that 20,000 provisional ballots were counted and Bush ended up with votes from 2/3rds of those.
I know politically this wouldn't be kosher but those remaining ballots should be counted quickly ( a 'rough count') and then if the results would significantly narrow the current margin then there would be some reason to drag this out. I don't think the public has the patience to go through another Florida-style media cluster and given that the current margin is 134,000 votes and the candidate in the lead in that state is also the national vote winner by a huge margin there really isn't much of a basis to drag this thing out.
