Ok, how about this.
The problem with par ioning the country into three separate countries is the Sunnis have no oil or natural resources that would allow them to be anything other than an impoverished nation compared to their former compatriots the Kurds and Shia.
The Shia are quite close to the Iranians anyway. The Kurds are the closest thing we have to an ally of the three. If the Sunni were left to form their own country in the west, surely they would be a ripe for terrorist training etc...
If we were to leave Iraq supposedly Saudi Arabia has said they would come to the aid of the Sunni in Iraq against the Shia potentially bringing the Persians in to defend the Shia and escalating into a huge regional conflict.
Divide the country into three regions, the north to the Kurds which is where American troops would be redeployed, the south and east to the Shia who would be left to form their own country and the west would be given to Saudi Arabia including Baghdad. The Saudi want to fight and help the Sunni, heck just let them have the Sunnis and the accompanying land.
In the new Kurdistan, the Americans would be stationed for gradual withdrawal.
No research done for this, there just isn't going to be a perfect solution to this mess.
The potential Sunni area doesn't have any current oil resources, but that's not to say there isn't any oil there. I'd rather see it par ioned, and a close ended aid agreement by the Saudis with the Sunnis reached for oil exploration assistance (10 years?).
USDE says 90% of the country hasn't even been checked for potential oil reserves.
Even if you split them up, they'd end up warring with each other for their resources.
Not to mention that, for now, Turkey would never go for an independent Kurdistan. They would sooner invade, , they already have troops on the Turkey/Iraq border.

That was the thought 2-3 years ago, but hasn't come to fruition. I was reading an article a few months back, and Turkey is actually talking to the Kurdish faction. The Kurdish country would be WAY too weak to with Turkey, and it becomes a relief valve and place to go for Turkish Kurds.
I dunno if Turkey would invade a Kurdistan that isn't a result of a seperatist movement from their own country. No doubt they would feel uneasy about the new region being so close and having influence on Kurds in Turkey though.
No one in the middle east can be friends. They arent happy if they are integrated and they aren't happy if they are ethnically segregated over there.
That area around Baghdad is where the violence would be even if par ioning was negotiated and agreed to.
