We have already banned them 3 times and they just keep coming back on a new IP.

IIRC, each time you dial up, you get a different IP address.
Can't you just put a direct complaint in to the company providing the dial-up? Ultimately, they should be able to trace back the IP and it sounds like a clear violation of their user agreement.
Maybe, but usually there are a couple of ways to deal with these guys that wouldn't take as long.
most of the time you get the same ip if you reconnect right away though

ducksw uses highspeed though only test customer;s computers with his dial up
