The way a cop who I worked with explained it to me... it is legal for someone to be topless (or even bottomless) so long as genitalia are not exposed. So if a woman is REALLY hairy, she could theoretically be bottomless.

What they often cite people for, however, is "inciting a riot" - a really hot topless woman could quite possibly cause a riot like scene in the middle of Sewell park, and they could give a ticket for that.
