    does the ball not advance to half after a TO in the first 3 qtrs? if not then i would guess thats why.

    Cuz if the defense acts lazy the ball handling guard can not-call timeout, and run to the basket for an easy layup a la tony parker.

    It's so teams can inbound the ball at the frontcourt hashmark. Doing it off a TO without advancing the ball is only allowed in the final 2:00 of the 4th quarter / OT.
