CIA and drugs in the ghetto

so my world history teacher claims that the CIA puts drugs in the ghetto so that the "people of color" rid each other out. He is very anti-american IMO the way his beliefs are. He's a hater of george bush and so on, and hes a filipino supporter... but is it true?

Norcal, common sense should tell you the truth. There would
be no point of introducing drugs into any community to do such
a thing.

Drugs have been in the United States forever, long before the
CIA came into being. And they are as prevalent in all
communities. Not just the black.

But guess it makes a good story if you hate our government.
Maybe you should tape this guy and let talk radio hear his
rant.
