Hair Plugs leave a nasty, nasty scar in the donor area. To have them done right, you needs lots of $$$, which isn't a problem for him, and you need to be able to wear a hat for months on end waiting for the new hairs to come in. Most guys don't have the money or the ability to get away with wearing a hat in the workplace. It's the kind of procedure that you pay top dollar to have done right rather than go with the cheapest quote.
He should just buy a set of clippers and start buzzing that thing with a #3 or #4. I've got a receding hairline and will probably be bald someday, that's what I do.
