    S 1639 is replacing S 1348. It is pretty much the same garbage, giving too much of our sovereignty over to Mexico. It may as well at least.

    Don’t listen to the B.S. coming out of the white house and senate. Read some key items yourself. Start with pdf file page 1:

    SECTION 1. EFFECTIVE DATE TRIGGERS.

    (a) IN GENERAL.—With the exception of the probationary benefits conferred by section 601(h) of this Act, the provisions of sub le C of le IV, and the admission of aliens under section 101(a)(15)(H)(ii) of the Immigration and Nationality Act (8 U.S.C. 1101(a)(15)(H)(ii)),as amended by le IV, the programs established by le IV, and the programs established by le VI that grant legal status to any individual or that adjust the current status of any individual who is unlawfully present in the United States to that of an alien lawfully admitted for permanent residence, shall become effective on the date that the Secretary submits a written certification to the President and the Congress, based on analysis by and in consultation with the Comptroller General, that each of the following border security and other measures are es11 tablished, funded, and operational:

    (1) OPERATIONAL CONTROL OF THE INTER13 NATIONAL BORDER WITH MEXICO.—The Secretary of Homeland Security has established and dem15 onstrated operational control of 100 percent of the international land border between the United States and Mexico, including the ability to monitor such border through available methods and technology.

    (2) STAFF ENHANCEMENTS FOR BORDER PA20 TROL.—The United States Customs and Border Protection Border Patrol has hired, trained, and re22 porting for duty 20,000 full-time agents as of the date of the certification under this subsection.

    (3) STRONG BORDER BARRIERS.—There has

    (A) installed along the international land 2 border between the United States and Mexico as of the date of the certification under this 4 subsection, at least—

    (i) 300 miles of vehicle barriers;
    (ii) 370 miles of fencing; and
    (iii) 105 ground-based radar and camera towers;
    OK, that’s enough of that stuff. Notice how it sounds nice by saying so many things must be accomplished first. The activists of this bill say things like “it doesn’t take effect until x, y, z, etc. takes place, naming the fence, cameras, agents etc.

    Now let’s take a closer look….

    It says “With the exception of the probationary benefits conferred by section 601(h) of this Act”

    OK, let’s go to 601 (h), on page 572:

    (h) TREATMENT OF APPLICANTS.—

    (1) IN GENERAL.—An alien who files an application for Z nonimmigrant status shall, upon submission of any evidence required under paragraphs (f) and (g) and after the Secretary has conducted appropriate background checks, to include name and fingerprint checks, that have not by the end of the next business day produced information rendering the applicant ineligible—

    (A) be granted probationary benefits in the form of employment authorization pending final adjudication of the alien’s application;

    (B) may in the Secretary’s discretion receive advance permission to re-enter the United States pursuant to existing regulations governing advance parole;

    (C) may not be detained for immigration purposes, determined inadmissible or deportable, or removed pending final adjudication of the alien’s application, unless the alien is determined to be ineligible for Z nonimmigrant status; and

    (D) may not be considered an unauthorized alien (as defined in section 274A(h)(3) of the Immigration and Nationality Act (8 U.S.C. 1324a(h)(3))) unless employment authorization under subparagraph (A) is denied.

    (2) TIMING OF PROBATIONARY BENEFITS.—No probationary benefits shall be issued to an alien until the alien has passed all appropriate background checks or the end of the next business day, whichever is sooner.

    (3) CONSTRUCTION.—Nothing in this section shall be construed to limit the Secretary’s authority to conduct any appropriate background and security checks subsequent to issuance of evidence of probationary benefits under paragraph (4).

    (4) PROBATIONARY AUTHORIZATION DO ENT.—The Secretary shall provide each alien described in paragraph (1) with a counterfeit-resistant do ent that reflects the benefits and status set forth in paragraph (h)(1). The Secretary may by regulation establish procedures for the issuance of do entary evidence of probationary benefits and, except as provided herein, the conditions under which such do entary evidence expires, terminates, or is renewed. All do entary evidence of probationary benefits shall expire no later than six months after the date on which the Secretary begins to approve applications for Z nonimmigrant status.

    (5) BEFORE APPLICATION PERIOD.—If an alien is apprehended between the date of enactment and the date on which the period for initial registration closes under subsection (f)(2), and the alien can establish prima facie eligibility for Z nonimmigrant status, the Secretary shall provide the alien with a reasonable opportunity to file an application under this section after such regulations are promulgated.

    (6) DURING CERTAIN PROCEEDINGS.—Notwithstanding any provision of the Act, if the Secretary determines that an alien who is in removal proceedings is prima facie eligible for Z nonimmigrant status, then the Secretary shall affirmatively communicate such determination to the immigration judge. The immigration judge shall then terminate or administratively close such proceedings and permit the alien a reasonable opportunity to apply for such classification.
    OK, any illegal who does not get disqualified by the next day after applying gets a legal provisional status.

    Now something else I would like to point out… (did I before?) The phrase “subject to the availability of appropriations.”

    This applied to fraud detection training, hiring of personnel, equipment, etc.

    Consider this. What is promised in this bill is not written in stone, but “subject to the availability of appropriations.” The provisional legal status is available to all, without a secure border, anyone can sneak in, then get a legal status.

    Now don’t give me the B.S. about them showing they were here before a certain date. Such do ents are too easily forged.

    5 things define a unified nation:

    1. Free flow of goods across the land
    2. Free flow of people across the land
    3. A common defense perimeter
    4. A common currency across the land
    5. Common taxation and spending at the national level

    To see the road that we are on towards a single North American government, just think about the Texas/Oklahoma border vs. the Texas/Mexico border.

    The border between Texas and Oklahoma meets all 5 criteria. As for the Texas/Mexico border - NAFTA has us close to #1, and the NAFTA highway will clinch it. Amnesty grants #2 in a de facto way, and it will only become easier. The Security and Prosperity Agreement of North America means we are moving ever closer to #3. #4 is being discussed, even by the head of the Canadian central bank. Inevitable economic and financial events will speed up this process.

    In short, the Texas/Mexico border is becoming more and more similar to the Texas/Oklahoma border, and the process is accelerating. Even if we wave different flags, if all of the first 4 critera above are true for the borders of North America, then we are one government. Period. #5 will follow soon after the first 4 are realized.
