Can some help me with the rules governing the interface between the Spurs and their new NBDL team.

For instance, when the Toro's sign players will they own the rights to those players, or can another team come in an sign him from under the Toro's.

Also can the Spurs draft a player, eventually waive him and have that player signed by the Toros. If so, it looks like the spurs could have two places to stash player.
