Because the NFL has a scheduling format that they have to follow. Each team plays the other teams in their division twice. Then a division from their conference, and a division from the other conference, and then two other teams based on how they finished the previous season. For instance next season the Colts could have a schedule like this:
ans x2
Texans x2
Jags x2
All 4 AFC North teams
All 4 NFC West teams
Patriots
Packers
The NFL couldn't change the opponents because Colts vs ans is a division game, that has to be played under their scheduling format.
