I have to translate a very demanding article on ISO 9000 system in US hospitals and its starting to get on my nerves with some stupid words in it.
So i'm hoping you guys could help me.
    Example:
And if TUV Healthcare Specialists, which
is ultimately owned by the German TUV SUD Group,
receives “deemer” status from the federal government,4
ISO 9000 popularity will likely skyrocket.

Can someone please tell me in simpler words what deemer status means?
    Ty
    Another example:
represents a fundamental paradigm shift in ideas

    What is paradigm...

Deemer status is where a utility sets its ASC equal to BPA’s PF Exchange rate and does
not receive positive monetary benefits but accrues a negative balance that must be worked off
before resuming the receipt of positive monetary benefits.

A paradigm means a set of accepted rules/plans/ideas/concepts which defines something.

"Paradigm shift in ideas" is gobbledygook trying to sound sophisticated. They could have just said a "fundamental shift in ideas" and it would have meant the same thing.

Discoverability is a terrible word. I guess it actually exists according to www.dictionary.com, meaning "the quality of being discoverable". But if I read it anywhere, I would thnk the person using it is an idiot.

Whoever wrote whatever you are reading needs to lay off the thesaurus. 90% of people who learned English as their first language wouldn't know what those words mean.

That is the meaning of it. Some ed up profesor at my university isn't getting enough laid, so he is taking it on students. I'm sure he spend all day at the library to find this article just to me up.

The only definition of "deemer" I could find that made any sense whatsoever to me is: In the United States, a regulatory provision which states that, if a state insurance department has not disapproved a policy form within a specified time such as 30, 45, or 60 days from the date of filing, then the policy form is deemed to have been approved by the department.

this means that to the extent that liberal discovery rules allow tqm do ents to find their way into medical malpractice litigation, liberal discovery rules harm patients in the long run because they stifle the flow of TQM information.

litigation is like court research proces?
    stifle is like suppress?
