    Same as last year, as far as I know.

    HCA is based on won-lost record, not seed. That is, a 5 seed could (and probably will) have HCA against the 4 seed in the first round.

    The seeds are by won-lost record within the conference, except that the three division winners and the division non-winner with the best record are guaranteed the top 4 seeds. So you could have one division with the #1 and #2 seeds.

    The usual tiebreak rules apply for won-lost record in case of two teams with identical records. The first tiebreak is head-to-head record. It goes on from there, you could look it up.

    Rest between games? That's up to the schedulers, but there are no back-to-backs in the playoffs. I haven't seen any special consideration for the #1 seed as far as scheduling goes.
