Why does NBA.com say the first three division winners get the first three playoff spots, but the matchups as of today would have the Spurs playing the mavericks and the Spurs as the #2 seed?

If the Hornets win the division, shouldn't the Spurs be the 4th seed, but still get homecourt advantage if their record is better than the 3rd or 2nd seed when and if they play them?

I know they made some changes last year, but I'm still not totally clear on how it works.

I finally found it. Three division winners, plus the NEXT BEST RECORD. I'll leave it up in case anyone else is confused. I was confused because there are only three divisions, not four, but they take the next best record.
