I don't think I could do a top-10. Everyone is going to have greats like Hopkins, Washington and Freeman, so I'll just concede they are in my top-10.
In no particular order...
Christian Bale: His films are always interesting at the least, or amazing most typically. I've seen him in films since he was in his early teens in a handful of Shakespearean films, and love what he's done with my favorite comic hero, Batman.
Ethan Hawke: For three films, Dead Poets Society, Reality Bites and Training Day.
Matt Damon: For the Bourne films, for The Talented Mr. Ripley, for Dogma... and then the award-winning films he's been in, The Departed and Good Will Hunting.
Russell Crowe: I'm kind of souring on him. His films are always good, but he peaked with Gladiator. Where's the range? If there is a change in character, is very, very subtle from film to film. Still, I'll see every one of his films.
Will Ferrell: Classic comedian. Initially didn't quite get it when he was a Spartan or a suited-up dweeb at the Roxbury, but I get it now and his films always make me laugh.
With a few more films: Ben Foster... will likely join the ranks. His roles in Alpha Dog and 3:10 to Yuma were great.
With a few better roles can get back in: Ed Norton... The Illusionist went a long way to make up for The Italian Job, but now comes Incredible Hulk, which looks lame. Where is the actor who gave us American History X, Primal Fear, Fight Club and 25th Hour? Those four roles were GREAT.
For TV: Donald Faison... I know he's been in films (Clueless, Remember The ans) but his role on Scrubs crack me up! Maybe it's as much the writing as it is him, but Faison delivers perfectly and really brings a ton of range to the character. Most of its over-the-top absurdity, but it works.
EDIT: I did forget Spacey. He's fantastic. well, save for Pay It Forward...

These three are quality choices. My gripe with Pitt is he settles for roles. His two best roles (for my money, anyways) are Legands Of The Fall and Fight Club. Each role was completely different. Now he's resting on "cool" ...
Gosling is really becoming a good actor. Fracture was great. I haven't seen Lars And The Real Girl, yet, but I intend to.
Shaloub is one of my favorites, but my biggest issue is that his movie roles aren't very big. Monk is great. It rivals Scrubs and Pysche as my favorite TV show, but in the end I just like Scrubs better, so even though Tony is a better actor than Donald, I went with the character that makes me laugh most.
In no particular order, and completely off the top of my head:
Morgan Freeman -- he's just the ing man. A truly amazing actor, but would probably even make this list for his voice alone.
Robert De Niro -- some really odd movie choices, especially in recent years, but he's still awesome.
Don Cheadle -- I've been captivated by him as an actor since he first stole every ing scene from Denzel Washington in Devil in a Blue Dress.
John C. Reilly -- I worry about him going too far down the Dewey Cox path, but his performance in Boogie Nights is enough to keep him on the list for a while.
Brad Pitt (also, in the right roles) -- it's so easy to tell when he's bored with/by a project and his performance can definitely suffer as a result. But, when he's good, I've been quite impressed with him as a dramatic actor and a comedic actor.
George Clooney -- admittedly, I've wanted to marry him since he was on "The Facts of Life," but I think he's proven himself as an actor, as well. Very good, and refreshingly subtle choices with his performances.
Matt Damon -- for some reason, there's a part of me that doesn't want to like him as much as I do, but I've been consistently impressed by him on and off screen. There's an intelligence that really comes across.
Jude Law -- get passed the pretty boy looks and he's been quite good in several films.
Christian Bale -- I think the first thing I saw him in was Little Women, and I've been impressed ever since.
Edward Norton -- bad choices recently, but he's still good.
Guy Pearce -- he just does not work enough. I think he's a fantastic actor.
Johnny Depp -- been good since the 80's. It's still shocking to me that his first Oscar nomination came from playing a drunken pirate.
Robert Downey, Jr. -- I've always loved him, and really hope that Iron Man will spark somewhat of a comeback.
Terrence Howard and Ryan Gosling are both getting there, but I need to see more.

Easy for me to make a list but except for 1 and 2, there is no particular order
1. Vincent D'Onofrio---I love character actors; he's the ultimate chameleon
2. Kevin Spacey---he's awesome in drama or comedy
3. Jeremy Irons---just because
4. Michael Caine---always loved him, but Cider House Rules is classic
5. Chris Cooper---another excellent character actor
6. John Cusack---on the cusp of greatness
7. Robert Downey Jr.---Chaplin
8. Ryan Gosling---started moving up my list after Half Nelson
9. George Clooney---robbed by the Academy for Brother Where Art Thou?
10. Cary Grant---the dorkier he was the more I love him!!!

Al Pacino hasn't had a good movie out in quite some time. I just saw that 88 minutes movie, complete crap.
Dane Cook not because he's a good actor but he proves that in America any gumpy re looking dude can get rich and famous being a jackass and a horrible actor.
After thinking about this while vacuuming (yes, I'm a nerd), I realized that Clive Owen and Ewan McGregor should have been on my main list, and that Chiwetel Ejiofor should have been on my almost there list.
Dane Cook is cute; but not Heath Ledger cute. Dane is like a playful boy cute.
And I forgot Sean Penn on my list; and Colin Firth.

Matt and Russell are a bit overrated, BUT JUST TO ME. Matt's gifted, talented and deserves to be in ANYONE'S Top 10 and Crowe's good but only in a Christian Bale kinda way (Batman Begins reference).

Yeah but Godfather and Scarface rank up there among all time.
Johnny Depp will go down as the next DeNiro...even better maybe. er is so versatile he makes me sick (maybe my jealously coming thru).
Downey will always be a great but settling for comic book roles knocks him down a notch. He's still kindof a gawd though, but not in my top 10.
Ed Norton doesn't work enough, but his work has defined him. And defined him WELL.
