I think there are probably heavy guys and gals that could do those tasks. I think this is about being physically unable to do your job. He looks extremely weak.

I feel in order to successfully do your job as a policeman, there needs to be rules and regulations regarding physical abilities. If you can't chase down the enemy, what good are you really doing?
Go stand in front of your nearest bank, or lose some weight.

He's not physically capable to do his job, but that dept is also scared to death of the liability if he or someone should be hurt on his watch.

I think the police department is correct. I doubt this man was this fat when he entered the police force. This would mean he let himself go and didn't bother to stay fit in order to be able to do his job.
