obtain a grant for a small business

I only have a domain name set up and need some financing for a web developer to get me set up. I am looking to obtain a grant for a small business LLC. What should I do first? Should I get the business name in operation first before working on the grant? This business will be located in California. Any suggestion would be greatly appreciated. Thank you very much.
