    It also shows that UNDP apparently considered itself above the decisions of the United Nations Security Council itself when that organization tried — as it is still trying — to bar Kim from gaining the means to create more weapons of mass destruction.

    That is the same Security Council whose decisions, U.N. officials argue, have the weight of international law when applied to the United States and the rest of the world.

    Yet despite those rules, and in the midst of a growing international storm of concern over Kim’s behavior, UNDP’s North Korea office, as well as other UNDP offices, continued to hand over millions in hard currency to the Kim regime and to transfer sensitive equipment with potential for terrorist use or for use in creating weapons of mass destruction.

    The US contributes 20-25% of the UN's budget.

    So the UN Development Program spent millions in North Korea, and a chunk of that money made its way to KJI? How surprised could the rest of the UN be?

    The only thing that I would count on the UNDP to develop is the level of corruption in the countries in which they operate.

    Think about how this sort of thing becomes possible. It isnt covert or subversive, this is plain as day knowledge amongst all nations.

    To wonder why the powerful would allow such things to take place, under their nose, in plain sight and automatically assume their ignorance is a fallacy in itself.

    Exactly, with no hint of culpability.

    If someone cant understand (not you AHF) the powerful needing an enemy to justify their policy, I cant help that. Nor can anyone else.

    The benefit of sweeping policy and fear-mongering to the powerful FAR outweighs the risks of maniacal villains like KJI/OBL/Ahahmejubededdeddedfg/etc.

    As long as those individuals fulfill their end of the deal of threats and fear, they will continue to exist on the benefits provided by international bodies created to eliminate the blame under "gross negligence" excuses.
