DEA cameras tracking hundreds of millions of car journeys across the US
A U.S. Drug Enforcement Administration program to keep tabs on cars close to the U.S.-Mexican border has been gradually expanded nationwide and is regularly used by other law enforcement agencies in their hunt for suspects.
The extent of the system, which is said to contain hundreds of millions of records on motorists and their journeys, was disclosed in documents obtained by the American Civil Liberties Union (https://www.aclu.org/blog/technology-and-liberty-criminal-law-reform/foia-documents-reveal-massive-dea-program-record-ame) as part of a Freedom of Information Act request. Much of the information disclosed to the ACLU was undated, making it difficult to understand the growth of the network, which is different from the cameras used to collect traffic tolls on expressways.
One of the undated documents said more than 100 cameras had been deployed in at least California, Arizona, New Mexico, Texas, Florida, Georgia, and New Jersey. The cameras snap each vehicle that passes, recording its license plate, the direction of travel and the time. Some cameras also snap a picture of the driver and passengers.
It was set up in 2008 and was opened to other law enforcement agencies in May 2009. Two years after it was launched, the system helped the DEA seize 98 kilograms of cocaine, 8,336 kilograms of marijuana and collect US$866,380. Its use was also expanded to the hunt for cars being driven by suspects in child abductions, rapes and other crimes.
But it’s unclear if there is any court oversight of the network. No jail for former CHP officer who shared explicit photos of suspects
A former California Highway Patrol officer was sentenced to probation Tuesday for sharing racy photographs he took from the cellphones of women who were in custody.
Sean D. Harrington, 35, pleaded no contest to two felony counts of unauthorized access to a computer and copying of data.
Harrington was sentenced to three years of probation and six months of jail time, but Contra Costa County Superior Court Judge Terri Mockler suspended his incarceration term. Harrington must also complete 27 hours of violence prevention training.
On Aug. 29, Harrington searched another woman’s phone while she was in jail for a DUI arrest and sent revealing photos to his phone. After reviewing her iPad, which was linked to her iPhone, she found out about the breach.
Harrington forwarded the photos to two colleagues, prosecutors said.
Harrington's sharing of explicit photos rocked the state agency, especially after he told prosecutors that such unauthorized access of suspects' phones was widespread.

A San Francisco deputy public defender was handcuffed and arrested at the Hall of Justice after she objected to city police officers questioning her client outside a courtroom…
They wanted to take pictures and ask questions without the "interference" of someone who knew how the system works. So, they arrested her for resisting arrest -- which, as the video shows, she was very clearly NOT DOINGBEFORE, AFTER OR DURING THE ARREST.
Tillotson objected to the arrest, but she placed her hands behind her back and allowed police to cuff her. She never struggled or otherwise impeded the officers in their duty -- which was [WARNING: circular reasoning ahead] TO ARREST HER FOR RESISTING ARREST.
It's a mindbending, oxymoronic, ugly display of force, where might = right and anyone standing in the way of an investigation needs to GTFO. With cuffs.

New Mexico prosecutor refuses to indict cops after grand jury calls shooting ‘unjustified’
According to dash cam video, Mendez can be seen putting the stolen SUV into reverse, hitting the officer’s cruiser, before speeding away.
As the SUV pulls away, Fonte can be seen shooting at the car’s tires as DeBaca shoots at the driver.
Mendez and his passengers, including a 4-year-old child, were taken into custody in a parking lot a short distance away.
Police authorities stated that Mendez has a criminal history and was believed to be armed, but no weapon was found in the vehicle.
Hicks, who was appointed to handle the case by District Attorney Angela “Spence” Pacheco, dismissed the grand jury’s finding saying,

What's different here is the police negotiator was negotiating a white man, who, had he been black, would have seen a SWAT invasion, flash-bang grenades, and shot 100 times, no questions asked, just another ho-hum, "faith-based" murder of an unarmed black man.

I'll give the 4 other cops that, but this is ridiculous. As far as I can tell, Torres is roaming free 18 months after the shooting and has yet to be indicted on murder charges.

Two Florida police officers are accused of forcing an 11-year-old girl to the ground at gunpoint after responding to a burglary call at her home.
The child was watching television in bed when the officers let themselves into her family’s Groveland home with their weapons drawn after the burglary alarm was accidentally activated, reported WFTV-TV (http://www.wftv.com/news/news/local/groveland-officers-accused-using-excessive-force-1/nj2Cp/).
She said one of the officers pushed her to the ground and held here there with his knee while the other officer pointed his gun at her.

Anti-oil sands activists in the U.S. are getting visits from the FBI
Unexpected visitors have been dropping in on anti-oil activists in the United States — knocking on doors, calling, texting, contacting family members.
The visitors are federal agents.
Opponents of Canadian oil say they’ve been contacted by FBI investigators in several states following their involvement in protests that delayed northbound shipments of equipment to Canada’s oilsands.
A lawyer working with the protesters says he’s personally aware of a dozen people having been contacted in the northwestern U.S. and says the actual number is probably higher.
Larry Hildes says it’s been happening the last few months in Washington State, Oregon and Idaho. He says one person got a visit at work, after having already refused to answer questions.
“They appear to be interested in actions around the tarsands and the Keystone XL pipeline,” Hildes said in an interview.
“It’s always the same line: ‘We’re not doing criminal investigations, you’re not accused of any crime. But we’re trying to learn more about the movement.“’ :lol

A lawsuit filed Sunday aims to correct one of the driving factors behind the racial unrest in Ferguson, Mo., last summer: a local court system that, critics say, systematically jailed people too poor to pay fines accumulated from traffic tickets or other minor infractions.
A kind of 19th-century "debtor's prison" has been in place for years in Ferguson and nearby Jennings, Mo., say those who filed the lawsuit. The result, they add, is "a Dickensian system that flagrantly violates the basic constitutional and human rights of our community’s most vulnerable people."
The lawsuit comes at a time when several states and cities – including Ferguson – are beginning to address the grievances laid bare last summer. Ferguson has just not gone far enough or fast enough, the lawsuit claims.
As of last October, many small towns near St. Louis (http://www.csmonitor.com/csmlists/topic/St.+Louis) with majority black populations collected more money from traffic fines and court fees than from property and sales taxes
court-related revenues were the second largest source of city income, accounting for $2.6 million of the $20 million in total revenue, the report found. "The practice of using fines and fees to impose ‘hidden taxes’ on the poorest populations is evident," the report said.

Video shows man throwing rocks gunned down by police in hail of bullets while trying to run away
Police in Washington state said that they were forced to kill a man who was armed with rocks, but witnesses claimed the suspect was trying to run away.
The Bellingham Herald reported (http://www.bellinghamherald.com/2015/02/10/4126278/witnesses-pasco-police-kill-rock.html) that “more than a dozen witnesses” watched Pasco police officers confront a man outside Vinny’s Bakery and Cafe on Tuesday. The man was observed throwing a rock at a passing vehicle before police arrived.
According to the witnesses, the suspect was holding a rock, and appeared to threaten officers.
Ben Patrick said that he was just yards away when he saw officers try to shock the man with their Tasers.
“The guy was trying to pull the Taser (prongs) out of his arm,” Patrick recalled.
Cellphone video that was posted to YouTube shows the man confronting police before the officers fire three shots, and then begin chasing the suspect.
The officers appear to corner the man in the blurry video, and about 10 more shots are fired.
“It was just a rock!” one of the witnesses yells at the officers.
In the video, a motionless body can be seen lying next to a building with officers standing over it.
“He’s already dead!” a witness says as the officers handcuff the suspect (aka a cop-threatening corpse :lol ).

Alabama cop charged after release of video showing him throw Indian grandfather to ground
An Alabama policeman has been charged with assault after a man recently arrived from India said he was left partially paralyzed when an officer threw him to the ground during a morning walk, authorities said on Thursday.
Sureshbhai Patel, 57, sued the city and two officers in a civil rights complaint filed on Thursday, alleging race factored into his treatment, his attorney said. The FBI said it was also investigating.
Patel told police officers who stopped him: “No English, Indian,” and gave the house number for his son, the suit said.
A police officer then tossed Patel, who weighs about 130 pounds, to the ground, according to the complaint.
He was severely injured, requiring surgery to relieve pressure on his spinal cord, the complaint said. He has regained some movement in his arms and legs but remains weak, his attorney said.

A kind of 19th-century "debtor's prison" has been in place for years in Ferguson and nearby Jennings, Mo., say those who filed the lawsuit. The result, they add, is "a Dickensian system that flagrantly violates the basic constitutional and human rights of our community’s most vulnerable people."
The lawsuit comes at a time when several states and cities – including Ferguson – are beginning to address the grievances laid bare last summer. Ferguson has just not gone far enough or fast enough, the lawsuit claims.

"The practice of using fines and fees to impose ‘hidden taxes’ on the poorest populations is evident," the report said.

Alabama cop charged after release of video showing him throw Indian grandfather to ground
An Alabama policeman has been charged with assault after a man recently arrived from India said he was left partially paralyzed when an officer threw him to the ground during a morning walk, authorities said on Thursday.
Sureshbhai Patel, 57, sued the city and two officers in a civil rights complaint filed on Thursday, alleging race factored into his treatment, his attorney said. The FBI said it was also investigating.
Patel told police officers who stopped him: “No English, Indian,” and gave the house number for his son, the suit said.
A police officer then tossed Patel, who weighs about 130 pounds, to the ground, according to the complaint.
He was severely injured, requiring surgery to relieve pressure on his spinal cord, the complaint said. He has regained some movement in his arms and legs but remains weak, his attorney said.

St. Louis Cops Turn Dash Cam Off in Middle of Arrest, Brutally Beat Suspect
Burkemper eventually pulls Bufford out of the car, and at least seven other officers get involved in the scene. One officer in the video is shown kicking Bufford when he is on the ground.

They didn't get killed and blamed for their deaths. At the very least the dispatcher should face charges for failing to relay the fact that it was probably a toy gun.
Cops pulled up in front of him and shot him, without giving him a warning. Never-mind the fact the police lied and said they warned him three times to put his hands up, in a span of 1 second.

The John Crawford murder was somehow even worse. He was murder walking around Walmart carrying a toy gun, pointed to the ground. He stopped an made a phone call for 10 minute with him leaning on the toy gun like it was a crutch. Someone called the police and said he aimed it at two kids. A plain clothes cop later shot him without warning.

Houston PD conceals Stingray use details from prosecutors, citing NDA; warrant for cell-phone location data bill filed
"For about seven years, the Houston Police Department has owned devices that can trick your cellphone into sharing its location and call log by pretending to be a cell tower," reported Karen Chen (http://www.houstonchronicle.com/news/houston-texas/houston/article/ACLU-and-others-want-to-know-more-about-cell-6106414.php) at the Houston Chronicle (Feb. 27).
But little is known about how they are deployed, only what they are capable of: telling law enforcement where you are and to whom you've been talking.
In Texas, police are not required to obtain a warrant before using a Stingray, and the net is indiscriminate. The devices sweep up all nearby information, regardless of whether the cellphone is involved in a crime.
Your correspondent was quoted briefly in the story. The most interesting news was something told to me several weeks ago by the Harris DA's office, but made public in this story for the first time: That the Houston PD refuses to tell even the District Attorney's office, much less local judges, what they're doing with this technology, citing a non-disclosure agreement with the Harris Corporation which makes the device.
Harris County prosecutor Bill Exley said the arrangement doesn't put people's minds at ease. As far as he is aware, Stingrays do not amount to wiretaps, which reveal the content of what's being communicated. That said, Exley said, the nondisclosure agreement has prevented him, too, from knowing what exactly Stingrays are capable of or being used for. He said he has never offered evidence in court that was produced by a Stingray.
HPD has told him that Stingrays are most useful in catching fugitives.
"If there's a warrant for your arrest, the cops should be able to do anything lawful to find you," Exley said. "The question becomes, at what level do you start requiring police officers to ask judges so they can do things they are otherwise legally able to do?"
Exley said as far as he knows the Stingrays aren't wiretapping. But the truth is, the Stingray captures private calls and routes them through a fake cell phone tower operated by the police, and that includes call content as well as metadata. So we have nothing but HPD's say so to support the assertion that they're not accessing content, it's not because the technology they have isn't capable of doing so. If "trust us, we're the government" is good enough for you, you ought to be okay with this.

The black-and-white tape captures it all — a mother, Tara, screaming for police to stop punching her son on their front lawn. She had called to have her emotionally disturbed son Kyle taken to the hospital. Bogota police responded while waiting for the ambulance. Tasca was the sole officer on the road that day, so she called for back-up according to protocol. Ridgefield Park police then sent two officers. Tasca had just completed her state-mandated training for working with emotionally disturbed citizens.
Tasca described what we see on the videotape: “The Ridgefield Park officer automatically charges and takes him down to the ground. I was quite shocked. As he’s doing that, another Ridgefield Park officer flies to the scene in his car, jumps out and starts punching him in the head.”

A federal review conducted by the U.S. Department of Justice found that Baltimore City Detention Center was illegally putting teens in psychologically damaging solitary confinement as they awaited trial for adult charges. One detainee was kept in solitary confinement for 143 days.

Furthermore, the rules at the facility mandated that violators must spend 7 to 14 days for a first offense and must wait around 80 days for a disciplinary review.
The DOJ review found that though the detention center, put under federal review for previous civil rights violations, was still violating state and federal law by exceeding the limits for solitary confinement, failing to provide teens with drugs and other prescribed treatments, and some detainees were even denied the right to exercise. They also concluded that many of the staff were poorly trained.

Two suspected robbers believed to be in their mid twenties, were set ablaze Monday morning after they were severely beaten by some angry residents of Ayigya Zongo, near the Affordable Housing Project in Kumasi.
The suspects were allegedly caught red-handed at about 4am when they attempted to snatch a laptop and a cell phone from a student at gunpoint.
The residents defended what has become known as 'instance justice' in Ghana because they do not trust the police, and that anytime a suspected robber is arrested, he is set free after a few days.
But the police has often denied these claims saying they follow legal procedures in prosecuting suspects.
The residents have vowed to lynch any suspected armed robber since they are terrorizing them on daily basis.
In a graphic video available to tv3network.com, the suspected robbers were seen pleading for clemency but were not spared.
While many residents looked on helplessly begging for the suspects, a few courageous men mercilessly battered the suspects with various deadly weapons as they bled profusely.
As they became unconscious, the angry residents did not end there.
Two men were seen lighting a match stick on the suspects after they had poured a substance believed to be petrol on them.
They claim, their action is to deter others from engaging in robbery activities and find themselves decent jobs to earn income.
Several residents around the Affordable Housing Project say they have been terrorized by suspected robbers at least in the last one month.
The Ashanti Regional capital Kumasi, is noted for several of such cases where suspected robbers are lynched by residents who believe the police has failed to effectively protect them.
Human rights activists have mostly condemned the canker and have advocated the prosecution of persons who take the law into their own hands.
But the police rarely prosecutes people for such offenses since in most cases, the perpetrators are often not found out after carrying out such heinous crimes.
Kumasi, which is Ghana's second largest city, also records a high number of criminal cases although the police in recent months have made several arrests.

The FBI likes it because it can help pinpoint people crouching behind their keyboards to commit crimes.
The FBI’s bespoke surveillance malware—called Computer and IP Address Verifier (CIPAV)—is designed to track criminal suspects by logging their IP address, MAC address, computer programs running, operating system details, browser details, and other identifying computer information.

He copped to three counts, including aiding and abetting a narcotics conspiracy. He’s looking at 10 years to life in federal prison.

On April 2, the Department of Homeland Security (DHS) released a Privacy Impact Assessment (http://www.dhs.gov/sites/default/files/publications/privacy-pia-ice-lpr-march2015.pdf) (PIA) that describes how the DHS Immigration and Customs Enforcement (ICE) – including ICE’s primary investigative offices, Enforcement and Removal Operations and Homeland Security Investigations – will find the present and past location of drivers by accessing a massive private database of vehicle location information. The program raises serious privacy concerns, with the specter of individuals’ location data being collected on a mass scale, stored for a prolonged period, and used without effective restrictions.
According to the PIA, both fixed and mobile license plate readers record license plate number, a digital image of the license plate, the vehicle’s make, model, and state of registration, GPS location, a time stamp, and sometimes “the environment surrounding a vehicle, which may include drivers and passengers.”
Queries can uncover all recorded sightings of a license plate for the previous five years, or as far back as the statute of limitations for the crime being investigated.
The program also appears to circumvent an important developing legal norm regarding location privacy.
As a result of court rulings and legislative action, 12 states now require a warrant for police to demand location data generated in connection with use of a wireless communication device.
This rapid trend as well as the Supreme Court’s landmark ruling in U.S. v. Jones indicates the entire country may soon follow this rule. The government’s response to such an expansion of Fourth Amendment rights cannot be to evade the requirement of independent review by mining license plate location information maintained by a third party; it should have to obtain a warrant or other judicial authorization in order to do so.

Poor People's Dogs Killed Unless They Pay Outrageous Fines
the story of Gerilynn Aflleje, a California resident who had her 4-year-old Siberian Husky mix killed after she was unable to pay a $180 fine to a local animal shelter. The dog was dropped off at the Stockton shelter after getting lost. The shelter told Aflleje she had 24 hours to come with the money, an impossible task for the unemployed woman. The dog was put to death after she failed to scrape together the fine before the deadline.
Across the country, animal control agencies seem to be targeting low-income pet owners and applying massive fines to small infractions. Elizabeth Vasquez claims that her two dogs were actually in her backyard when animal control officers picked up her dogs for being loose in the neighborhood. The low-income Indio, California resident was able to use grocery money to get one of her dogs back, but the second one was killed before she could save another $200.
Mary Root is an 82-year-old woman from Havre de Grace, Maryland. She was fined $525 after a neighbor complained that her Chihuahuas were loose in the neighborhood.
On a fixed income, Root couldn't afford the fines and a medical situation forced her to miss a court hearing on the situation. A warrant was taken out for Root's arrest and she was jailed for two days in March.
Root was presented with the option of paying over $7,000 in fines or spending an entire year in jail. Fortunately a local resident heard Root's story and helped bail her out. A pro bono attorney assisted her in lowering the fine and her church helped her pay the fee.

Newly released video of a fatal police shooting in Miami Gardens, Fl. shows the victim’s mother pleading with officers before they kill her mentally ill son.
“Don’t hurt my child,” the mother is heard saying. A lawyer for the family said the officers can be heard mocking her in the video as well.
Video reviewed by Fusion shows no struggle between officers and Lavall Hall, 25, as shots were fired. One officer yelled “get on the fucking ground or you’re dead” before firing five shots at Hall.
It is the second graphic video of a police shooting in two days, coming after footage was released of a North Charleston, South Carolina officer shooting a black man in the back, on Tuesday.
Nineteen minutes of video depicting Hall’s shooting was made public today by the family, after a months-long fight to release the dashcam video from a police cruiser.
Hall’s mother had called police to help take her son to a mental hospital. He was having a schizophrenic episode, during which he had threatened her with a broomstick. She had called the police only a week earlier to do the same.
“I was so devastated to see that it happened like that,” Catherine Daniels, Hall’s mother, said of the video at a press conference on Wednesday.
“There’s no question when you see this video that the officers used excessive force in dealing with an individual who had mental issues,” family attorney Glen Goldberg told reporters at a press conference on Wednesday. He acknowledged much of the nation’s attention is focused the graphic footage of the South Carolina shooting of Walter Scott.

The above account comes from just one of the many federal lawsuits filed against the North Charleston Police Department over the last 10 years.
It’s hardly surprising that Slager remained un-prosecuted prior to the release of the video: South Carolina police have fired on 209 suspects over the past five years, but only a few have been charged and none have ever been convicted, according to The State (http://www.thestate.com/news/local/crime/article15654974.html), a South Carolina newspaper.
Based on a review of public records, the North Charleston Police Department has been sued 46 times since 2000 in federal court alone. Many of the suits have been unsuccessful. Some were written by hand from jail and immediately thrown out. Others ran into trouble over evidentiary and procedural obstacles.
Taken together, however, the legal documents present a stunning account of police brutality in North Charleston, where the population is 47 percent black but the police force is about 80 percent white, according to the Times.

San Bernardino County Sheriff's deputies appeared to use a Taser to stun a man and then beat him after he allegedly led police on a pursuit involving a vehicle and stolen horse in San Bernardino County Thursday afternoon.
Aerial footage captured by NewsChopper4 showed the man falling off the horse, and then being stunned with a Taser by a sheriff's deputy. The man then appeared to fall to the ground with his arms outstretched. Two deputies immediately descended on him and began punching him in the head and kneeing him in the groin.
Driver Surrenders After Police Pursuit
The group surrounding the man grew up to 13 sheriff's deputies as several appeared to kick, hit, and punch him dozens of times over a two-minute period. In the two minutes after the man was stunned with a Taser, it appeared deputies kicked him 17 times and punched him 37 times. It appeared deputies used batons four times. Thirteen blows appeared to be to the head. The allegedly stolen horse stood idly nearby.
"The video surrounding this arrest is disturbing and I have ordered an internal investigation be conducted immediately," San Bernardino County Sheriff John McMahon said in a statement.

Needless to say, things escalated, and a fight broke out. One of the officers was hit by a bullet and another was put in a headlock. David Gaver was shot in the stomach and 21-year-old Enoch Gaver was killed.
According to the police chief, Enoch Gaver had taken an officer’s gun and shot him, and another officer tried to hit him with a baton, but when that didn’t stop him, he just shot Gaver with his gun.

I call it “testi-lying.” It has been a regular practice in police forces across the United States, at least since I served on the NYPD: official testimony that is made part of a police after-action report but is a pure lie, an invention. In the old days police would carry a “drop gun” or a “drop knife”—an inexpensive weapon cops would bring along on patrol to drop onto or next to a suspect they had taken out so they could say he had threatened them. Today you don’t even need to do that; all you have to do to justify the use of deadly force if you are a police officer is to say that you feared for your life, for whatever reason. If the victim dies, that just means there will be one less witness around to contradict the testi-lie.
In the case of former Officer Michael Slager of the North Charleston police, it appears he was being extra-careful to cover his tracks. Probably he could have gotten away with simply declaring, as he did in his radioed report, that Walter Scott “took my Taser,” and in the after-action report he would have said simply that he had felt threatened by Scott. That probably would have sufficed to exonerate him. But Slager, having shot Scott eight times in the back—as everyone can plainly see in the now-famous video—perhaps felt that he needed a little help explaining what he was up to. So he apparently dropped his Taser next to Scott’s body, which would obviously help to make the case that Scott “took my Taser.”
If you think that what happened in North Charleston is a unique case, it is not. Only recently, in another case, a policewoman in Pennsylvania first Tasered a black man, then shot him twice in the back as he lay face down in the snow. She was chasing him for an expired parking sticker. There were five seconds between shots. She said she feared for her life. It was captured on her own Taser camera.
I’ve been saying this for a long time, ever since I spoke before the Knapp Commission investigating corruption in the NYPD more than 40 years ago: Unless we create an atmosphere where the crooked cop fears the honest cop, and not the other way around, the system will never change. Unless honesty is rewarded more often than corruption, the police will lose credibility altogether. I wrote a letter to President Bill Clinton in 1994 addressing this very issue, saying that honest cops have never been rewarded, and maybe there ought to be a medal for them. He wrote back, but nothing changed.
Now, in the era of citizen videotaping, police credibility is at stake as never before. If enough testi-lying is uncovered, then who is going to believe the police even when they are telling the truth? They will be seen as crying wolf.
Until now, the shoot-first-in-fear-of-my-life mantra has eliminated any cause for concern in the taking of life by police. When a civilian commits a crime, every nuance is looked at, the better to “throw the book at” the suspect. When cops err, it is the opposite reaction. Eyes are averted, aggravating circumstances are ignored. And now the public is learning about this every time a new videotape emerges that undermines the official police story.

Among the thousands of fatal shootings at the hands of police since 2005, only 54 officers have been charged, a Post analysis found. Most were cleared or acquitted in the cases that have been resolved.
Brackney is among 54 officers charged over the past decade for fatally shooting someone while on duty, according to an analysis by The Washington Post and researchers at Bowling Green State University. This analysis, based on a wide range of public records and interviews with law enforcement, judicial and other legal experts, sought to identify for the first time every officer who faced charges* for such shootings since 2005. These represent a small fraction of the thousands of fatal police shootings that have occurred across the country in that time.
In an overwhelming majority of the cases where an officer was charged, the person killed was unarmed. But it usually took more than that.
When prosecutors pressed charges, The Post analysis found, there were typically other factors that made the case exceptional, including: a victim shot in the back, a video recording of the incident, incriminating testimony from other officers or allegations of a coverup.
“To charge an officer in a fatal shooting, it takes something so egregious, so over the top that it cannot be explained in any rational way,” said Philip M. Stinson, a criminologist at Bowling Green who studies arrests of police. “It also has to be a case that prosecutors are willing to hang their reputation on.”
But even in these most extreme instances, the majority of the officers whose cases have been resolved have not been convicted,
Among the officers charged since 2005 for fatal shootings, more than three-quarters were white. Two-thirds of their victims were minorities, all but two of them black.
Nearly all other cases* involved black officers who killed black victims. In one other instance, a Latino officer fatally shot a white person and in another an Asian officer killed a black person. There were a total of 49 victims.

According to Tulsa World, Robert Bates, 73, who made the fatal mistake that cost a man his life, is a local insurance company executive who has donated multiple vehicles, weapons, and stun guns to the Sheriff’s Office since becoming a reserve deputy in 2008.
Bates is responsible for the death of Eric Harris, when he attempted to assist in the arrest of Harris as he struggled on the ground with Tulsa sheriff’s deputies. Bates shot Harris with his service weapon believing he had pulled his Taser.

A mentally ill woman who died after a stun gun was used on her at the Fairfax County jail in February was restrained with handcuffs behind her back, leg shackles and a mask when a sheriff’s deputy shocked her four times, incident reports obtained by The Washington Post show.
This woman was Natasha McKenna, a petite mother of a young child. Any explanation as to why it was acceptable to use a Taser four times on a woman whose hands are handcuffed behind her back, legs restrained, with a mask on is completely bogus.
Numerous experts said the use of a stun gun on a fully restrained prisoner was an unreasonable use of force, particularly in a jail setting where a person is unlikely to flee.
They also said Tasers are not recommended for use on the mentally ill, that even the Taser manufacturer warns against using them on people in a state of “excited delirium,” and that using a stun gun more than three times is thought to be above the threshold for use on a single person.
“She wasn’t a threat; she wasn’t going anywhere; she was restrained,” said Richard Lichten, a use-of-force expert and former jail official in Los Angeles. “It feels excessive, unnecessary and out of policy, based on what you’re telling me.”

Man in videotaped police beating alleges retaliation by LAPD officers
A man who sued the LAPD alleging that he'd been held down and beaten by police last fall made new accusations on Tuesday, saying officers have been harassing him and his family in retaliation.
Flanked by his father and his attorney, Clinton Alford Jr. told reporters that officers have repeatedly driven past his South L.A. house. And helicopters have flown so close overhead that walls and windows shook.
The 22-year-old's attorney, Caree Harper, said officers had "heckled" Alford and his family while driving past their home. Last week, she said, officers drew their guns on her client after stopping him for a traffic violation.
Harper said she planned to amend a federal civil rights lawsuit she filed on Alford's behalf to include the allegations of retaliation by police.
"They want to catch him doing anything," she said. "Even if he's not doing anything."
Alford said he was riding his bicycle on the sidewalk along Avalon Boulevard near 55th Street that October afternoon when a car pulled up. A man shouted a command to stop, but Alford said he continued pedaling because the man hadn't identified himself as a police officer.
When someone grabbed the back of the bike, Alford said he jumped off and ran.
After a short foot pursuit, two officers caught up to Alford, he said. Another officer arrived and began beating the 22-year-old, who said he was lying on the ground handcuffed.
The altercation was captured by a private company's security camera. Several police officials who have seen video told The Times earlier that one officer delivered a powerful kick to Alford's head. One official said the officer resembled "a football player kicking a field goal." Another described it as "horrific."
The officials said that Alford had surrendered and was not resisting the officers.

Chicago Pays $5 Million to Family of Black Teenager Killed by Officer
The City Council here agreed on Wednesday to pay $5 million to the family of a black teenager who was fatally shot by a Chicago police officer last fall, as federal and state prosecutors acknowledged that they were conducting a criminal investigation into the shooting.
The council’s decision came swiftly and with no debate, even before a suit had been filed in the case by the family of Laquan McDonald, 17, who the police say was wielding a three-inch knife when an officer shot him 16 times on Oct. 20 on the city’s Southwest Side. Arkansas cops accused of trying to hack whistleblowers’ attorney with malicious software
The police department in Fort Smith, Arkansas is accused of trying to trick an attorney into downloading malicious software onto his computer during his work in a case involving three police whistleblowers, the Arkansas Democrat-Gazettereported. The lawyer, Matthew Campbell, said in an affadavit that the department gave him an external hard drive containing three “trojan” viruses, while also deleting email accounts pertaining to the case instead of giving him information.
“One would have kept my Internet active even if I tried to turn it off, one would have stolen any passwords that I entered in, and the other would have allowed the installation of other malicious software,” Campbell said. “It’s not like these are my only clients, either. I’ve got all my client files in my computer. I don’t know what they were looking for, but just the fact that they would do it is pretty scary.”
Campbell currently represents three current and former officers who filed a whistleblowers’ lawsuit against the department, saying they were targeted for speaking out regarding a civilian employee’s taking illegal overtime and the wrongful termination of a probationary officer.

Video Shows Cops Arrest Healthy Man, Hours Later He’s in ICU in a Coma With Severe Injuries
27-year old Freddie Gray is now hospitalized in critical condition and in induced coma, after an incident with Baltimore police Sunday morning.
An eyewitness captured video footage of Gray being restrained and hauled into the back of a police van after being chased and arrested by bike cops. What happened after that is a mystery, as Freddie Gray is now unconscious in Shock Trauma with multiple injuries.
According to the family, Gray has spinal injuries and is barely alive. Richard Shipley, Gray’s stepfather, told local news affiliate WJZ, “His face is swollen. He just looks really horrible. Like I said, he’s in an induced coma. We’re all praying.”
Police will not say why the bike cops arrested the fleeing Gray, or how he ended up in the hospital in an induced coma.

For those who don’t know, “nickel rides,” as reported by the Inquirer in 2001, were a witness-free way for police to punish unruly, uncooperative, or arrogant suspects – without ever laying a hand on them. For rogue police, it was a literal way to deliver “street justice.”
