demonstrations, stepped-up police patrols, and further arrests. Finally, the reaction subsides, and the police and
protestors settle into an uneasy truce.
Few police officers or minority members, given the option, would choose the state of affairs depicted in this
composite incident to characterize their relationship. Even though deaths are not always involved in incidents of
police officer use of excessive force, unfortunate incidents similar to this occur all too frequently. These incidents
raise the central question addressed in this handbook: isit possible for police and minoritiesto find means of dealing

I've yet to meet a white person who has justified the shooting without evidence and in the manner it was done most definitely believe the police are deflecting the issue to the rioting. The majority of the town is black. There's probably not much tax money coming from the citizens. The fact that elected positions are mostly white tells me the majority of black citizens don't vote, which means they probably also aren't tax payers. You cannot have a champagne operation on a beer budget.

A police department gets basic tools and dash cams are luxuries. If the department has to decide between getting vests and ammo or getting cameras, guess who wins?

Here's an easy solution: have the citizens adopt a cop, buy them a dash cam. No? Didn't think so with an average income of just above 30K a year.
