The PPP passed with bipartisan support of the house and senate.
While that's true, it's distribution wasn't overseen by them, IIRC.

President Biden inherits a weak labor market due to inadequate COVID-19 response
Biden and Congress must make stimulus its first priority
Another 1.3 million people applied for UI benefits last week, including 900,000 people who applied for regular state UI and 424,000 who applied for Pandemic Unemployment Assistance (PUA).
The 1.3 million who applied for UI last week was an increase of 113,000 from the prior week.
The increase underscores that layoffs are increasing as the virus surges.
The four-week moving average of total initial claims is now back to where it was in mid-October.
Last week was the 44th straight week total initial claims were greater than the worst week of the Great Recession.
Figure A shows continuing claims in all programs over time (the latest data are for January 2nd).
https://mail.google.com/mail/u/0?ui=2&ik=c5ffe9fe07&attid=0.1&permmsgid=msg-a:r1478835660246271433&th=177365c219cc42d4&view=fimg&sz=s0-l75-ft&attbid=ANGjdJ_EfDeJhJ1TT9HvmXg7PJxKwgSQBwpzLL171TZ xTfNPu6XSX_6XlMo0nsM11hsp0MocoepxeDo4ctAcd504-td0TGQxB3Llz-yseqSu2Ghwl5dEzEX17TSLzns&disp=emb&realattid=ii_kkbo7xwa0
Continuing claims are still nearly 14 million above where they were a year ago,
There are now 26.8 million (https://www.epi.org/blog/the-economy-president-elect-biden-is-inheriting-26-8-million-workers-15-8-of-the-workforce-are-being-directly-hurt-by-the-coronavirus-crisis/) workers who are either unemployed, otherwise out of work because of the virus, or have seen a drop in hours and pay because of the pandemic.
Top priorities are aid to state and local governments, additional weeks of UI, and increased UI benefits.

U.S. Suffers Sharpest Rise in Poverty Rate in More Than 50 Years
The end of 2020 brought the sharpest rise in the U.S. poverty rate since the 1960s
the poverty rate increased by 2.4 percentage points during the latter half of 2020 as the U.S. continued to suffer the economic impacts from Covid-19.
the poverty rate for Black Americans is estimated to have jumped by 5.4 percentage points, or by 2.4 million individuals.
the rate at 11.8% in December. While poverty is down from readings of more than 15% a decade earlier, the new estimates suggest that the annual Census Bureau tally due in September will be higher than the last official, pre-pandemic level of 10.5% in 2019.
Black Americans had been about three times as likely to be poor as White Americans for most of the past 60 years.

Jim Jordan kicks the hornet’s nest by telling Americans they need jobs not stimulus checks
Rep. Jim Jordan (R-OH), a man best known for ignoring rampant sexual abuse (https://www.cnn.com/2020/03/06/politics/jordan-osu-wrestlers-strauss-invs/index.html) during his time as a wrestling coach at Ohio State University, penned a tweet dripping in disdain for the average American.
“Paychecks are the best stimulus checks,” wrote the man whose entire salary is funded by taxpayers.
Congressman ignores is that
many people would love to be working but
thanks to his party’s botched handling of the pandemic they’ve found themselves unemployed.
he just doesn’t want to give the Biden administration a win. Jordan wants to play politics while people are struggling to survive.

I read that WH people KNOW the Repugs won't do anything bipartisan
but
with the 1.9T plan at 70% public approval, Dems wonder why Repugs don't see their own political advantage in approving 1.9T?
my guess: the Dems will own the plan, get lots of political capital,
and the Repugs don't want Dems to receive any advantage from anything.
Same with ACA, bullshitting for 1 year, 100 Repug amendments crippling ACA, and still not one Repug voted for it, and
then all Repugs and RWHM started shitting on it for the next 15 years as a Dem catastrophe.

Three Months of No Jobs Growth, Labor Force Drops to July Level
Down 11 million jobs from pre-Pandemic trend.
Like the overall economy, the job market has split in two.
In January, there were 142.6 million jobs at establishments – at companies, non-profits, and government entities, not including many gig workers – a level first seen in October 2015,
This was up by 49,000 from December. But in December, the number of jobs had dropped by 227,000. Over the three months since November, establishments shed 178,000 jobs. Over the four months since October, establishments created only 86,000 jobs
Over the past four months, households reported an increase of only 362,000 jobs.
https://wolfstreet.com/wp-content/uploads/2021/02/US-employment-nonfarm-2021-02-05-Employed-millions-household-establishment.png
Compared to January last year, the end of the Good Times, establishments shed 9.6 million jobs.
Households reported having lost 9.9 million jobs.
Compared to the pre-Pandemic trend (blue line in the chart above), jobs as reported by households would be down by 11 million.
The number of people who are deemed by survey takers to be in the “labor force” ... y – dropped by 406,000 in January, to 160.16 million people, the lowest since September and roughly back where it had been in July:
https://wolfstreet.com/wp-content/uploads/2021/02/US-employment-nonfarm-2021-02-05-labor-force.png
the employment-to-population ratio, which is far broader and covers the working-age population (16 years or older), at 57.5% has barely budged over the past four months:
https://wolfstreet.com/wp-content/uploads/2021/02/US-employment-nonfarm-2021-02-05-employment-population-ratio.png
in every recession since 2000 – three of them so far – it has never fully recovered before the next crisis hit. These are the infamous “jobless recoveries” of the modern era, when during each recession, companies vow to bring their costs down, and work is sent overseas:

Senator Mitch McConnell, the majority leader, and other Senate Republicans after passage of the Republican tax plan on Capitol Hill early Wednesday.
Dec. 19, 2017
Republicans took a critical step toward notching their first significant legislative victory since assuming full political control, as the House and Senate voted along party lines on Tuesday and into early Wednesday (https://www.nytimes.com/interactive/2017/12/19/us/politics/tax-bill-senate-live-vote.html) to pass the most sweeping rewrite of the tax code in decades.
The $1.5 trillion tax bill, which is expected to head to President Trump’s desk in the coming days, will have broad effects on the economy,
making deep and lasting cuts to corporate taxesas well as
temporarily lowering individual taxes. :lol gotta Pay For It

Another reason for third stimulus checks: Jobless benefits not reaching 8 million people
Around 1 in 4 unemployed workers received benefits in the last two weeks, according to an analysis published by Eliza Forsythe, a labor economist the University of Illinois. Around 8 million jobless people aren’t getting aid, she estimates.
The data suggests a third round of stimulus checks may be the best way to target aid to these workers.
Democrats voted Tuesday on a budget measure that would let them pass a $1.9 trillion Covid relief package without Republican votes. It contains $1,400 stimulus checks and more unemployment benefits.

Americans Adamantly Refuse to Cash Stimulus Checks
Unless Republicans Are Onboard
https://media.newyorker.com/photos/60201bd154373e5288ee44f6/master/w_2560%2Cc_limit/Borowitz-StimulusChecks.jpg
WASHINGTON —A broad majority of Americans adamantly refuse to cash a new round of stimulus checks unless congressional Republicans fully support their issuance, a new poll shows.
According to the poll,
ninety per cent of Americans would forego food, clothing, and shelter
if it means holding out for a relief package that has the support of such G.O.P. lawmakers
as Senator Susan Collins, of Maine.
“Sure, I’d love to avoid being evicted at the end of the month,” one poll respondent said.
“But if that means accepting a stimulus check that has less than bipartisan support, count me out.”
“We’ve been struggling to pay for groceries ever since my husband and I both got laid off last year,” another respondent said. “But
I wouldn’t feel good about buying food for my family if I knew that the money came via the budget-reconciliation process.”
“My eight-year-old son came to me the other day and said,
‘Daddy, I don’t want new shoes unless the money to pay for them comes with Mitch McConnell’s blessing,’ ” another said.
“I don’t think I’ve ever been prouder of that little boy.”

1.1 million more people file for jobless benefits.
Last week was the 46th of the past 47 weeks in which at least 1 million out-of-work Americans filed initial claims (https://www.dol.gov/sites/dolgov/files/OPA/newsreleases/ui-claims/20210261.pdf)for unemployment benefits.
Specifically, 1.1 million, with 793,000 filing under regular state programs and
335,000 filing under the federal emergency programs created because of the coronavirus pandemic.
That was four times the typical weekly number of people filing initial initial claims in the pre-pandemic Before Times.
The bigger story is the 2.7 million-person surge in continuing claims under the federal Pandemic Unemployment Assistance and Pandemic Emergency Unemployment Compensation,
both designed to provide benefits to people who aren’t covered by state programs (part-timers, gig workers) or who have exhausted their state benefits.
this huge rise “is likely workers who had exhausted their original weeks of eligibility getting back on these programs.
Remember, former President Trump allowed these programs to lapse
There are 25.5 million (https://www.epi.org/blog/the-economy-trump-handed-off-to-president-biden-25-5-million-workers-15-0-of-the-workforce-hit-by-the-coronavirus-crisis-in-january/) workers—15.0% of the workforce—who were either unemployed, otherwise out of work because of the virus, or had seen a drop in hours and pay because of the pandemic.
Roughly $2 trillion in relief and recovery is crucial.

Biden, House Democrats strengthen Obamacare, make it more affordable in COVID-19 relief bill
46% of those who lost coverage at some point in 2020 are still uninsured because of the cost of buying a new plan on the individual market.
providing full subsidies to anyone receiving unemployment benefits to purchase coverage on Healthcare.gov or through the marketplace in their state;
expanding the group of people eligible for federal subsidies by extending them to people earning 400% of the poverty level ($51,040 for a single person, $104,800 for a family of four) to make sure they don't have to spend more than 8.5% of their income on premiums;
expanding subsidy availability on the other end, to people making up to 150% of the federal poverty level ($19,140 for an individual, $39,300 for a family of four)—many of the people in the Medicaid gap;
and for people who want to maintain the coverage they received from their employers,
making COBRA more affordable by subsidizing those premiums at 85%.
would fix a couple of long-standing problems with Obamacare on the "affordability" part:
the subsidy cliff for people definitely still in solid middle-class income who made just too much to qualify for assistance and,
at the other side, helping the people in the Medicaid gap making too much for Medicaid in their states, but too little for the subsidies in the current ACA.

against hawks like Larry Summers and Olivier Blanchard, the Fed weighed in favor of robust stimulus this week:
In remarks (https://www.federalreserve.gov/newsevents/speech/powell20210210a.htm) to the Economic Club of New York, Powell argued that America’s actual unemployment rate is not 6.3 percent (as official data suggest) but 10 percent, once classification errors are accounted for; that it will take “continued support from both near-term policy and longer-run investments” to restore maximum employment; and that had the pandemic not intervened, there is “every reason to expect that the labor market could have strengthened even further without causing a worrisome increase in inflation.”https://nymag.com/intelligencer/2021/02/jerome-powell-fed-biden-stimulus.html

Unemployment insurance claims rose last weekCongress must act before mid-March, or millions will lose benefits
Another 1.4 million people applied for unemployment insurance (UI) benefits last week, including 861,000 people who applied for regular state UI and 516,000 who applied for Pandemic Unemployment Assistance (PUA).
The 1.4 million who applied for UI last week was an increase of 187,000 from the prior week,
mostly due to an unexpected increase in PUA—the federal program for workers who are not eligible for regular unemployment insurance, like gig workers.
The surge in PUA was due entirely to large increase in PUA claims in Ohio, which may be tied to fraudulent filings in the state.
The four-week moving average of total initial claims rose by 21,000.
Last week was the 48th straight week total initial claims were greater than the worst week of the Great Recession.

TBTF airlines
As with half of the March subsides, this was packaged as “payroll support.” 38,000 staff who had been laid off in October when the March subsides expired were rehired through March 2021 even though there was no work for any of them to do. While some of this money ended up in the pockets of United pilots, the claim that the central objective of these subsidies was unemployment reduction isn’t credible. It requires believing that the same Congress that was fighting tooth and nail to prevent relief for other individuals from exceeding $600 were willing to pay $400,000 per person to keep a narrow set of airline employees employed for just four months.
As discussed previously in this series, the industry’s primary objective throughout the pandemic has been to preserve the value of equity and the ownership/senior management status quo. Over 100% of the Legacy carriers’ (AA/UA/DL) year end liquidity comes from the subsidies and funds raised from capital markets after the Congressional subsidies signaled that these airlines were Too Big To Fail.
Without these subsidies, these carriers would not have been able to sustain operations and equity-holders would have been wiped out. “Saving jobs” was a PR smokescreen. The Congressional subsidies were designed to ensure that existing shareholders received 100% of the gains from any post-pandemic equity appreciation, and that the taxpayers who made it possible got none.

Industry insiders are finally beginning to recognize the powerful linkage between border closures and the collapse of business travel. As one observer noted, “the countries that have been really good at suppressing the virus have done it by killing international aviation.” [5] Thus the industry’s recovery cannot begin until the spread of the virus had been so widely suppressed that businesses could start to reconsider travel bans and governments could end border closures without fears of triggering new case load spikes.

consolidation, financial engineering and value extraction is the future of the airlines.
Industry productivity has been declining for 20 years, especially in domestic markets and for the legacy carriers. In the current crisis the industry has categorically ruled out any of the restructuring efforts used in the past to fix the problems that created crises and to liquidate the least competitive capacity.
Instead of responding to crises with efficiency-enhancing innovations, 21stcentury industry financial improvements have come from predatory value extraction, especially from exploiting the artificial market power over consumers, employees and suppliers made possible by extreme levels of industry concentration. [8] Innovation and competition is hard, mergers and price increases and lobbying to protect the ownership/management status quo are much easier. Returns to airline investors come from reducing the contribution of the industry to the overall economy.
Even though the industry recovery has yet to begin, it is important to understand why it will inevitably focus on further reductions in competition and other forms of increased predatory value extraction. As KLM CEO Pieter Elbers pointed out months ago, “every big crisis in the industry so far has led to further consolidation. After pure crisis management is behind us, somewhere in the middle of next year, there is going to be a stage when consolidation and further collaboration in the industry will take place.” [9]

National Observer email --
American, Southwest tally employee losses
American Airlines Group Inc. and Southwest Airlines Co. together lost about 35,300 employees last year (https://link.bizjournals.com/click/23053237.33281/aHR0cHM6Ly9iaXpqLnVzLzFxOHlhMD91dG1fc291cmNlPXN0Jn V0bV9tZWRpdW09ZW4mdXRtX2NhbXBhaWduPXRrbyZhbmE9ZV90 bm8/5fd8a8be21afe73c1de6777aBc53b83e8) as the pandemic choked off much of the air-travel industry.
The companies, both based in North Texas, disclosed their employee losses in regulatory filings.
A combination of voluntary employee separations and retirements contributed to the reductions, spokespeople from both companies said.
According to the regulatory filings, American's headcount went from 133,700 at the end of 2019 to 102,700 at the end of last year, for a loss of 31,000 employees, or 23% of staff.
Southwest's headcount during the same period went from 60,800 to 56,500, for a loss of 4,300 employees, or 7%.
The cuts could have been deeper, but airlines across the country agreed not to conduct furloughs or layoffs in exchange for federal financial aid to the industry as part of coronavirus relief packages.
They're finally voting on the actual relief bill in the House.
Bill passes 219-210 and onto the senate it goes. Shows 2 dems voted against the relief bill. Must be a mistake.
Not a mistake apparently.

Hot take: it's an avoidable political mistake for the Biden COVID survival check to reach fewer people than Trump's.
Stupid Dems.
Dems had to cave to their own Dem Senators
I hear republicans are planning a vote A Rama on this that will take half a day probably.
Again I have to ask why this is allowed under the reconciliation rules.

My guess is that, as most important man in the Senate, it was simply self-aggrandizing, look-at-me-do-my-gratuitous-power-play bullshit.
Will he run on telling his voters that they should should "vote for me because I cut your pandemic pay"?
Politicians run to get (more) wealthy, powerful, influential, and prioritize themselves (and their BigDonor class that gets $Ts in tax cuts) over the common good.
Typifies the terminal corruption of the entire political class, the unfuckability of America.
Exactly why fucking voting is a fucking joke of uselessness in actually getting whom you elected to do what you elected them for.

He's already derailed a Cabinet nominee (https://www.politico.com/news/2021/02/19/manchin-oppose-neera-tanden-omb-470296) (Tandon)
and led the opposition to a federal $15 minimum wage even as his party's leaders pushed for it.
But Friday was Manchin's most quintessential moment:
The centrist Democrat paralyzed the entire Senate for more than 10 hours and
threatened to side with Republicans seeking to cut weeks of unemployment benefits,"
Sen. Shelley Moore Capito (R-WV) ...
"I have no idea what he's doing, to be quite frank," she said. "Maybe you can tell me."

"The current legislation, which adopted the amendment, kept the formula the same, equalizing payments between adults and children. That means if the new bill is enacted, a family of four would be on the receiving end of a one-time check worth $5,600.
The money doesn’t stop there.
A new child tax credit, which would be implemented for just one year but which Democrats aim to extend, offers $3,600 for every child under 6 and $3,000 for every non-adult child above that age.
The aim is to have the IRS send out a check each month to families making less than $150,000.
(So that family of four above, if both kids are under 6, would get $600 each month if the IRS can administer the system effectively.
If the kids are older, it would be $500 each month.)

Of course they aren't
TX is getting about $27B from the Dem's ARP bill, since Dems are confused thinking TX is still part of USA
I have no doubt that the Repugs will divert $Bs from going to the people the money is intended for.
That's the reason Repugs want block grants, so they can steal it.

Banking orgs are calling for garnishment of COVID relief funds to be suspended in a standalone bill.
Consumer and banking trade groups, including the American Bankers Association, sent a letter to Congressional and Senate leaders on Monday calling for the stimulus payments to be exempt from garnishment.
“Otherwise, the families that most need this money — those struggling with debt and whose entire bank accounts may be frozen by garnishment orders — will be not be able to access their funds,” the letter said.
The groups call on Congress to pass a standalone bill to prevent depository institutions from having to pay creditors who attempt to garnish and freeze bank accounts.https://www.cnbc.com/2021/03/10/why-1400-stimulus-checks-could-be-garnished-for-unpaid-debts.html

making insurance free for more people and

Here's yet another in the series of unending Big Lies from the Repugs
The GOP has a new reality-warping message
Republicans on Capitol Hill launched a PR campaign aimed at suppressing Democrats' future ability to claim credit for a post-pandemic economic recovery.
GOP leaders,
arguing that the massive relief measure was unnecessary,
claimed that America's recovery was already underway and that the
Democrats' sweeping package would only hinder — rather than hasten — the economy's revival.
"The economy is coming back, people are getting vaccinated: We're on the way out of this,"
"We're about to have a boom.
And if we do have a boom, it will have absolutely nothing to do with this $1.9 trillion."

Let’s start with the health infrastructure investments. There’s a section on providing medical supplies and personnel for rural healthcare providers, something that will be difficult to dislodge post-pandemic. There’s $7.6 billion for state and local health department workers and another $7.6 billion for community health centers, which provide basic care to poor communities. For context, Bernie Sanders got $11 billion for community health centers (https://www.sanders.senate.gov/press-releases/sanders-hails-dramatic-expansion-of-community-health-centers-in-vermont-2/) in the Affordable Care Act over five years, and it made a significant difference.
Then there’s the school funding, $128 billion dedicated (https://www.chalkbeat.org/2021/3/10/22323283/congress-biden-stimulus-money-education-schools) to K-12. The formula under which it will be given will deliver more to the poorest schools, up to $8,000 per student in low-income districts like Cleveland. Outside of a 20 percent set-aside to address lost learning in the pandemic year, that funding has a pretty wide discretion, meaning it can be used to make long-term investments
Winehole23

The $39 billion in child care grants (https://prospect.org/familycare) can rebuild care infrastructure, which our special report last year showed is desperately needed. Thought about as a one-year investment it’s absolutely enormous. There’s also a $7 billion Emergency Connectivity Fund for remote learning, which comes too late but can help provide lasting broadband infrastructure. The $200 million for libraries is also a broadband infrastructure investment for those who have no other options for connectivity. There’s also $30.5 billion for public transit, which will go toward arresting the sector-wide crisis (https://prospect.org/coronavirus/public-transportation-in-crisis/) from low pandemic ridership, which easily could have spiraled into permanent cutbacks. This will sustain transit budgets until 2023 in some areas.
Winehole23

$350 billion investment in state and local governments, which thanks to a last-minute change (https://www.theatlantic.com/science/archive/2021/03/bidens-stimulus-is-also-sort-of-a-climate-bill/618247/?utm_source=newsletter&utm_medium=email&utm_campaign=weekly-planet&utm_content=20210310&silverid-ref=NzExMjY5ODE3NTE3S0), can go toward service improvement in things like water, sewage, and broadband. While being from Los Angeles and seeing up-close our pandemic-driven crisis in public budgeting (https://www.latimes.com/california/story/2021-03-10/federal-relief-cities-states-could-end-los-angeles-city-budget-crisis) makes me happiest that this money will avert those tough choices (see Janet Yellen (https://secjanetyellen.medium.com/national-league-of-cities-congressional-cities-conference-three-storms-and-a-pandemic-6a332a74cb40) on how we learned from the financial crisis not to offset federal stimulus with state and local austerity), there’s no doubt some of this money will pour into lasting investments and upgrades in key systems. Similarly, the $31 billion for tribal governments, the largest investment in those communities in some time, will likely include lasting infrastructure; some of it is earmarked for housing.
