I wouldn't say 8 weeks is for the virus to work its way through everyone. It's 8 (12?) weeks to get the OK from the medical experts in the US who say they are ready for more patients (like China did by shutting down field hospitals)

Well anyone dying of respiratory distress are a lot more easily identified by medical professionals for testing. I"m sure that some happened, but given the publicity, I would think that any health care facility would require testing of deaths.
That said, I am not a medical expert. Just a good analyst. Always room for error.
