21000/.0066= implies 3,143,000 or so cases.
Only 500K diagnosed. Seems to be roughly holding at 6-7 times as many implied cases as diagnosed/confirmed.
Assuming the deaths are underreported as well due to unconfirmed home deaths not counting, we have vastly more.
I think places with low confirmed cases are going to be primed for flare ups when they get complacent and relax restrictions.
The only plausible suggestion I've heard is not that Trump can overrule business closings and shelter in place orders -- he can't -- but that the US Code gives him power to quarantine a whole state.
If that's true, and if Trump actually did it, he could literally starve the states targeted. In that instance he could make the lifting of the quarantine conditional upon states and municipalities reopening for business and lifting shelter in place orders.

public-health guidelines from the CDC are not the same thing as “closing” the economy.
Easing them, or lifting them, is not the same thing as “reopening” the economy.

glorified the rights and sovereignty of the states
in order to slow, or prevent, the federal government’s “interference” with their sociopolitical orders.
Usurping the power of state governors ... is a natural outcome, I think, of Trump’s acquittal.
