I'm not placing blame. They just aren't "doing everything right". Saying they are "doing everything right" and are still getting infected therefore this strategy can't be implemented is incorrect. We've simply have not chosen to implement this strategy and therefore the tactics that would be necessary have not been taken.
It's like a great fire is breaking out due to no fault of any homeowners, but since the fire department is out of equipment and can't put the fires out you're then turning around and telling the victims that it's their fault.
It isn't about them not doing it right. It's about them being consumed by a force outside their control. You lose that control when people start going out without the systems in place.
No one is to blame, and we can't implement the strategy yet because we can't.
Separating the young from the old is the "control". No country has the same capabilities as the US to execute this strategy.
It isn't just the old. It's the overweight, the immunocompromised, the pregnant, those with underlying conditions, and some who are just unlucky. You can't separate all these people. You can't mitigate all the risk if some are deemed essential.
And you can't even begin to without the tests and tracing.

We did try it in 1918, back then we learned that this we're doing is what works, because that's where we ended up after countless deaths with the strategy you suggest. There's no cheating this thing.
