The only way that would be justified if he(gun guy) was pursing someone else but this seems unlikely. The red shirt guy was aggressive earlier in the night (other videos show) so he was likely just trying to attack the guy with the gun. Almost certainly self defense but there could be more information.
The person getting attacked isn't the problem. He's actually the victim in that scenario.
My narrative is Kyle was LARPing as an undercover cop with the medical kit as his in to walk around with protest groups. When "shoot me" guy wanted to start some fires, Kyle dropped his cover to protect someone else's insured car and then we saw the results.
There is a video of Kyle saying just that. I'll see if I can find it.
Pretty sure the third guy he shot was really there for that reason.

Support that assertion with evidence showing mass shooters don't stop shooting long enough to run for a length of time.
