It was typical partisan politics in action. When the ACA repeal got shot down, the Republicans made the political decision to let the Dems own a crippled version of it.
Let's be real, there's no great solution on healthcare. It's going to be expensive with ill effects(like death panels) no matter how it's sliced.

I think you mean the Republicans who drafted the plan intentionally didn’t share details with the American people because they knew it was a ty plan that would have gutted preexisting condition protections. It’s not like sharing details was out of Rand Paul’s control, he could have shared them and decided not to.

I don't have a strategy. Herd immunity is the other side of this though, only two ways to get there. Unless herd immunity isn't possible at all which is the worst case scenario.
