He hasn't said anything low information voters, you did as a speculative justification. He said he'll release them once the audit is over, even though the IRS said there's nothing preventing him from publicizing his tax returns while an audit is going on.
So which is it? Is he lying when he says he'll release them once the audit is over, because if he's telling the truth then his decision not to release them has -all to do with low information voters.
