IMO a lot will depend on what the Democrats do. If it's a repeat of 2009 where the Democrats allow the Republicans to be an loud minority that weaponizes the filibuster and forces austerity, the Republicans won't change at all and will probably run Tom Cotton in 2024.
They will have to shift ideology. Nothing they can do because the demographics are shifting and they're not going their way.

I can tell you from first hand experience that the Texas Democratic party itself came alive in 2018, and built a solid local ground game where there wasn't one before. Run, in great part, by women, at least in my neck of the woods.
