He's a mastermind of nothing and that's been the case his entire pol life of damn near 50 years. He a damn puppet but on the flip side he's most definitely not mentally stable whatsoever just like the rest of that party.

If we can sit a new SCOTUS judge in a week, we can certainly start a war in that long or less.

With regards to Biden, I don't like him, but there's no denying he won't try to destroy democracy to cling to power. I can't say the same for the outgoing POTUS.

When you say response, you're implying the US was attacked first. In that case, the POTUS/CIC is not beholden to Congress.

Under current law, POTUS can do whatever he wants, pretty much. But that's largely thanks to Congress passing on that responsibility.
