    Sure. It likely benefits one party because the population is made up of people that the other party makes no effort whatsoever to attract. But political strategy shouldn't stand in the way of fair representation.

    I would argue it's more than that. There's one party whose active strategy is suppressing the vote they suspect might not favor them.

    Reading about it, there are certainly some cons utional issues. I know you guys are lusting after those two additional senate votes, but the general legal consensus seems to be that it would take a cons utional amendment. If they try to do it without one it's bound to end up in the Supreme court. IMHO Puerto Rico has a better chance of getting statehood than DC.

    Why it would probably need a cons utional amendment:

    James Madison explained the need for a federal district on January 23, 1788, in the Federalist No. 43, arguing that the national capital needed to be distinct from the states, in order to provide for its own maintenance and safety.[2] An attack on the Congress at Philadelphia by a mob of angry soldiers, known as the Pennsylvania Mutiny of 1783, had emphasized the need for the government to see to its own security.[3] Therefore, the authority to establish a federal capital was provided in Article I, Section 8 of the United States Cons ution, which states that Congress shall have the power:

    To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the acceptance of Congress, become the Seat of the Government of the United States
