I think this implies he does not want to ruin vital infrastructure completely, he wants people to live and work in this new region under Russian control.

If he wants to go HAM he can easily, this could be over with very few troops. So I think he miscalculated exactly how the reaction would be, he wants to rule over a populated country that has some very good farmland along with big cities and industry. imo this seems to be a difficult task if the population is willing to die defending it. It would require a slow go that would just sap them of any dreams and make their new country an imposed new way to live. You can destroy dreams quickly by just wiping out the population. They could do this. Turn it to rubble.

Unfortunately Putin would much rather rule over ruble than have any scenario where he gets embarrassed, so I wouldn't be dismissive of a scenario where he wants to turn Ukraine into a parking lot.
