The price war and COVID (which happened to occur at almost the same time) caused oil prices to go negative and the stabilize at a price that made many projects uneconomic. Projects were put on hold and investment money dried up. Shale production declines very quickly so if it’s not being replaced, the U.S. supply won’t be there. And these projects take months and sometimes years to get to production. Any delay is going to cause a supply disruption. Especially given OPEC. Ukraine exacerbated the situation. But neither president could have done much about it.
