Not really. They traded the worst of Brooklyn, Philly and Houston for O’Neal. They owned Philly’s pick (Harden) and had given up a pick swap to Houston for Harden.
All they’re left with is whichever of those three picks falls in the middle. So SOME incentive to tank because Houston will stink too, and that swap probably won’t convey.
