No, you can't stand in the restricted area, if you touch the player making the shot, it's your foul. That's why they have that restricted area, so players can't just camp out under the basket.

Game 2 was a horrible job of officiating, you even had Queens fans in here complaining about the calls the celtics were getting. seriously that was a horrible call. but to make up for it, the refs called a touch foul on derek fisher the other play so i guess they acknowledge their mistake.
