Basically. That's why fewer charges are pressed by angry parents who find out that their teenagers are having sex, because if his/her partner is also under-aged, there's not a whole lot they can do since the other party would be able to produce the same charges.
... why would the law say that? To the best of my knowledge the law is written in a non-gender specific way with regards to consent.
