They didnt lie. He didnt bow in the sense of what the reporter was asking, like full fledge submission. In the video, they exchanged 50/50 cultural pleasantaries.

There are things equals do like this and things that subordinates do. President Obama's bow was as a subordinate. President Bush is subordinate to religion as he believes. President Bush always treated the Saudi king as an equal. Not as someone more important.
