Barcelona offered $17.6 million over 3 years and also had a deadline. The deadline were before the Spurs could fax the contract under NBA rules so he stayed with Olympiacos. The reason he gave was that he asked the Spurs to promise him the contract would be there if he turned down Olympiacos and the answer they gave was that under NBA rules we cannot do that and we can just ask you to wait.

After that he went right to signing the Olympiacos contract.

If (as you claim) RM's alleged offer of 6.3M Euro is the equivalent of $17.6M, then Oly's contract of 4.8M Euro would be the equivalent of about $13.4M. Virtually none of them think that Bursitis' conditioning would allow him to stand up to an 82 game season.
