I have no pie in my face over this. I am only pointing out the inconsistencies, of which there should be none on an actual data form of an original do ent.
Tell me. Why do these inconsistencies exist? Why does a scanned do ent have layers? It should be a single image, unless it was manipulated.

Here's one: Why don't idiots realize how PDFs are created?
1) There was nothing to resolve in the first place, except stupid "OMG that thing is white" comments that are about as valid as mouse's 9/11 rants. You know what's how you sound, right?
2) Numerous sources have explained the layering, the white around the characters, and other complaints. Of course, you probably won't find THOSE people credible, either.

How about a low compressed JPG image of the do ent. The link of correspondence has the do ent sent to the white house in a non data form. How about a non PDF view of it.
