Definitely starts at the top. Ultimately Grondona can say "Hey, I wasn't the problem when we won two World Cups", and you could argue that he's right.
He also hired some capable coaches in Bielsa and Pekeman, but you already know Argentina is a collection of schizophrenics. From the media to the fans, everyone wants to win the Copa America and the World Cup by just showing up. They make a hobby of destroying their idols when the team loses or putting them at the top of every pedestal when the team wins.
tbh, I lived to see what was probably the best of Argentina's soccer for a long time, and you've been up there and the expectations are so high, it takes time to adjust to new realities.
Fundamentally speaking, Argentina has produced great forwards, and decent midfielders, but since Samuel there has not been good defenders of note, and that's really been hurting the team a lot.
Obviously, hiring inexperienced coaches like Diego or Batista doesn't help.

I think that Argentina would have advanced a lot more without Maradona in '94, but since then Argentina has trouble winning the Copa America and they couldn't reach semi-finals at World Cups since Italy '90. Given the FIFA rankings, success at club level and available talent it should go better.
I'm not sure what happened in Copa America 2011. The game vs Uruguay could have gone either way, but still there were 3 sub-par games out of 4.
