I don't know if finishing top ten in MVP voting will have an impact for the HOF but it clearly shouldn't.
Just look at the MVP voting results:

5 of 125 journalists and then 7 of 121 journalists have voted for Parker. I don't think you can give some kind of relevance of a top10 MVP results when it's because of about 5% of the journalist panel.
All-NBA teams should weight way more for making the HOF.
