Parker in '13 was pretty in sick. People tend to forget just how good he was. A legitimate MVP candidate. His hamstring injury certainly bothered him in the Finals but he single handedly destroyed Conley and the Grizz.
I'd agree that in their primes, Manu would win but just because he's bigger, stronger and because quickness becomes somewhat negated in a half court game but as far as comparing Manu's best season to Tony's best season, they are pretty close.

btw, one of this year's inductees is Sarunas Marciulionis, a player that Manu reminded me of. Both left handed, both with great Euro steps, and very hard to guard. Congrats to Sarunas.
height isn't as important if you know how to defend it. manu is only 3 inches taller than parker. do you feel kwame brown would beat ginobli one on one because he's 5 inches taller? i think manu destroys him because parker can't play defense worth . In a one on one game, he's not gonna have duncan at the rim to help him when manu blows past him.
Manu easily. wings are advantaged against short point guards in 1 on 1. they have the speed of the point guards, and yet taller than them. Point guards have no one to pass to in a 1v1, no centre to help them screen.
One obvious way you can tell that is during a fast break in a NBA game, if a point guard is the one pushing the ball against a taller wing defender, he may miss. But when a taller wing is pushing the ball on the fast break and the only defender is a small point guard, most of the time the point guard just stands there and don't even bother defending.

Manu isn't without good shooters around him. He isn't efficient by himself. Parker can shut down CP3, he can shut down Manu by himself

Height is important if there's like a 4-5 inch difference. Otherwise, no.
Manu would win simply because he can shoot 3's consistently and sometimes unconsciously. In a game of 1-on-1, if Manu can drain his 3's, he would win without Parker even scoring a point. Enough said.

Everyone tends to underrate Parker, but I think it'd be a lot closer than most would expect. I give Manu an edge just because of the height weight advantage.
