I read that on some collage campus that guys are carrying consent form for the woman
to sign before they will have sex. They feel that they are being set up by radical

In reality, they know that what they're doing is harmful and unhealthy, but through repe ion of the behavior, they've trained their brain to create and strengthen neural pathways that drive them to keep doing it anyway. Bombarding them with commercials about how drugs and cigs are bad isn't telling them something they don't already know and doesn't solve the actual behavioral issue.

I'm not sure if scientists have done any research on this effect with criminals, but I wouldn't be surprised if this logic also applies to serial rapists, mass murderers, etc.
